NOTICE OF EXPRESSION OF INTEREST INVITATION IN INVESTMENT COOPERATION FOR THE QUYNH LAP I THERMAL POWER PLANT PROJECT (2x600MW)
1. Tên bên mời quan tâm: Tập đoàn Công nghiệp Than-Khoáng sản Việt Nam (TKV).
Name of interested invitation party: Vietnam National Coal-Mineral Industries Holding Corporation Limited (VINACOMIN).
2. Tên dự án: Nhà máy Nhiệt điện Quỳnh Lập I (2x600MW).
Project name: The Quynh Lap I Thermal Power Plant (2x600MW)
3. Tổng mức đầu tư: 48.516 tỷVNĐ (theo Quyết định số 348/QĐ-TKV ngày 6/3/2017 của TKV).
Total investment: VND 48,516 billion (according to Decision No. 348/QD-TKV of March 6, 2017 of VINACOMIN).
4. Nguồn vốn: 20% vốn chủ sở hữu TKV và các Nhà đầu tư khác, 80% vốn vay.
Capital source: 20% of equity of VINACOMIN and other investors, 80% of loan capital.
5. Cơ cấu vốn góp: TKV: 36% + tối thiểu 2 nhà đầu tư khác: 64%, mỗi nhà đầu tư nhỏ hơn 36%.
Capital structure: VINACOMIN: 36% + at least 2 other investors: 64%, each investor is less than 36%.
6. Cơ chế của Nhà nước: không có bảo lãnh Chính phủ đối với vốn vay, hợp đồng mua bán điện và cam kết chuyển đổi ngoại tệ.
Mechanism of the State: there is no Government’s guarantee for loan capital, power purchase agreement and commitments to convert foreign currencies.
7. Hình thức và phương thức kêu gọi đầu tư: thông báo mời rộng rãi trên trang Web của TKV tới các nhà đầu tư quan tâm trong và ngoài nước tham gia góp vốn đầu tư phát triển Dự án.
Forms and methods of calling for investment: widely invited on the Website of VINACOMIN to interested local and abroad investors to contribute capital to develop the project.
8. Thời gian bắt đầu thông báo mời quan tâm: từ ngày 10 tháng 02 năm 2020.
Time to start announcing interest invitation: from February 10th, 2020
9. Hình thức phát hành Hồ sơ mời quan tâm: Hồ sơ mời quan tâm được phát hành kèm theo Thông báo mời quan tâm được đăng trên trang Web của TKV.
Form of issuing expression of interest invitation document: The expression of interest invitation document is issued with expression of interest invitation notice posted on VINACOMIN's website.
10. Thời hạn và địa điểm nộp Hồ sơ quan tâm: trước 16 giờ 00, ngày10 tháng 03 năm 2020tại trụ sở TKV, 226 Lê Duẩn, Hà Nội (có thể nộp trực tiếp hoặc qua đường bưu điện), điện thoại: 024.35180141, fax: 024.38510724.
